Who We Are

Joel, his wife Blair, and their two daughters are natives of the Black Hills. Joel met Blair after attending the South Dakota School of Mines and Technology, and SDSU in Brookings SD where he majored in construction management. Joel and his family enjoy many varied activities, such as hiking, fishing, gardening, and woodworking.  The Bice family also enjoys spending time with their many friends and family in the Black Hills.

Joel has been a project manager of projects in South Dakota, North Dakota, Colorado, Oklahoma, and Iowa for over 12 years. He has managed a variety of project types, including school construction in Rapid City, as well as streets, substations, utilities, and other projects throughout multiple states. Joel has experience developing multistate standards for utilities and conducting constructability reviews. He has also managed multiyear programs for standards, specifications, and software rollout and development. 

Utilizing a combination of field experience and engineering skill, Joel is an expert in completing difficult projects with constructability challenges and communications barriers between project teams.

Kyle, his wife Amanda, and their son have made the Black Hills their home for the past 10 years. Originally from Nebraska, Kyle met Amanda at the South Dakota School of Mines and Technology where he majored in civil engineering and was an offensive lineman on the Hardrocker football team. Kyle and his family enjoy many outdoor activities, such as hunting, fishing, and traversing trails in their Jeep. 

Kyle has been an engineer and project manager of infrastructure projects in South Dakota for over 16 years. He has designed a variety of project types, including land development in Sioux Falls, as well as streets, highways, and other transportation projects throughout the state. Kyle has designed site plans for electrical power projects around the Black Hills. He has also managed projects for industrial plants, electrical power projects, and office/commercial buildings. 

Utilizing a combination of innovative ideas and hard work, Kyle is an expert in completing problem projects wrought with complex issues and tight timelines.
